TAG 2.6 New User Required Question Fix (FIX26NUR)

Small fix utility from the TAG Team, March 1992. TAG 2.6 marked the required new-user question fields as optional whenever the sysop edited the new-user questions; FIX26NUR reads the system configuration and sets them back to required. Run it after any change to the new-user questionnaire.
