o Include files within restrict blocks were not properly handled
by QSO.
o TBBS 2.3 does not require QSO to upper case the from, to and
subject fields of imported messages.
o TBBS 2.3 allows using ~ as the first character of a line in a
.FAR file as a special form of comment for the full screen
file interface.
o QSO was not setting the "local" bit on imported messages.
o QSO now does case insensitive searches for name matches on
messages since TBBS 2.3 no longer stores everything as upper
